FBI says fake covid vaccination card is a crime

Around here people have debated whether it is a crime and/or otherwise illegal to make yourself a fake covid vaccine card. For example, in the recent TigerDroppings thread "Got a Vaccination Card (How To Fill it Out?) Has anyone had their card checked?", EuphoricSSP was looking for help making a card that indicated he'd received a covid vaccine when he had not, so that he (a Texan) could work in New York. There was a discussion or even debate about whether that's illegal / a crime.
For whoever might be curious, the FBI takes the position that doing so is a crime. At the FBI's Internet Crime Complaint Center, specifically at https://www.ic3.gov/Media/Y2021/PSA210330, the FBI posted:
So the FBI says it is a crime under a specific federal statute that says you can get five years in the hoosegow for violations.
I'm not saying it is or isn't a violation of this statute, or a crime at all. I'm just letting you know the FBI's position, and the basis for that position, and you can decide for yourself.

From what I can tell the digital records are all over the place with these things, otherwise they wouldn't be giving people a fricking hand written 3x5 index card.

Just smug the seal a little bit and people looking won't notice it's an unofficial seal. The law says it has to be the "seal" not the likeness of the seal.

Common sense would allow people to have a documented positive test with their state to prove natural immunity and act as a “vaccine card”. But that will never happen.
