I'll go way way out on a limb and say the shooter should have already been incarcerated for previous crimes or has been incarcerated before..... and was illegally possessing said gun as well.

I don’t remember where I heard this but what always sticks out is they said “people grew up with nothing so their respect is all they have” which I guess could help explain why they kill each other over words everyday.
