I will take a stab at it.
It's tax season. Biological Mom has heard how much money her friends with kids are getting back and has decided to give the parenting thing another try for the tax return next year.
The good news is old habits die hard. Being a parent, especially by yourself, requires a selfless mind set. Mom has shown through her neglect over the years that she only truly cares about herself.
She will eventually give up in a few weeks or so when she realizes that being a parent and supporting your children financially and emotionally still isn't worth the refund.
Best of luck to your friend. Keep us updated.

I am not defending the judge , but
Federal Child In Need of Care (CINC) and Adoption law are followed by all states. The feds provide the states with funding for these programs as a carrot. The stick is that the states have to enact state laws that mirror federal policy and law. Biological “kin” and “fictive kin” are preferred over foster and adoptive parents that have no connection to the child. They will give a bio parent or bio kin a ninth inning save every time , even if the kid has been in foster care for years. It is another shitty federal system.

I understand all that. Still, my friend owns a dance studio outside Dearborn. The girls have been attending for three years and she's grown attached, not to mention the foster mom is a childhood friend.
I just cannot fathom a system that would grant parental rights to a mother who failed every drug screen, has no means of supporting FIVE children and was high the day she was to get her kids back.
At my worst, darkest point of addiction I could have kept it together for something that important. I kept it together for lesser things.
The system is fricked, and the fact that the race of the children was even a consideration is even more fricked.

I know this doesn't makes sense, but it is so true:
It is VERY important to keep the cycle of the broken family going for gain.
A few eggs have to be cracked for the long game. So be it.
This is yet another example of that.

A part of our system failed. As an occupation judges need to have really good judgement. It's another way of saying: cognition, analytical skills, the ability to infer likely consequences from a possible future decision or action. Our system broke down when someone in charge of selecting a powerful intellect with a keen bullshite-detector instead chose a lesser mind.

Give the crack ho money if "Mom" is "fairly well off" and have her give up the kids. This happens more often than you know. Those kids have a stable, loving home and should be with that family. Beats going to Belize.
