Is this where a bunch of small government conservatives run to defend the state taking money from citizens for violations of arbitrarily set speeding limits?

Most areas don’t bother below about 7-10 miles above the limit.
The reason is that small tickets just put money in the general fund of the state while larger tickets go to the municipality in question. I think the cutoff is about 8mph and the idea is to keep from having a Valkenvania which charges people out the arse for 1mph over the limit.

i've done pretty much everything but i typically know somebody who does whatever field really well

I dunno but you are missing my point....quotas would force officers to write more tickets but they would be paid the same amount. They are paid by hour not by ticket.
Quotas are what administrators would favor.
So you should be claiming he is an administrator or someone who benefits from more tickets not an officer.

Spare me. I have no reason to think he has one. Everyone is contrite- after they’re caught. I can be cynical. Life experiences watching public servants tend to foster that reaction.
