It implied that but only indicated that the admin officials involved in the discussion signed A NDA, but without any specifics given. Seems clear the admin (or the agency it contracted with) required the NDA and not the EPA.
They tried to tell a half truth and the coordinated media promoted the ruse. Now the truth was revealed and they look like lying assholes.

They said city officials were "asked" to signed an NDA. they said feds wanted to keep it "tight lipped". They then said "everyone" involved had to sign an NDA. HAD TO. What reasonable person would assume they weren't talking about the feds?
These were reasons given why they couldn't discuss and any idiot that understands human language could understand what they were saying. Most people have the ability to understand how one sentence may reference another sentence instead of treating each sentence like context-less islands.
The title of the WAFB article explicitly states that the feds asked city officials to sign NDAs, for frick's sake. Now you know why.
I mean, you're being dense enough to where there's no point moving forward with this conversation. Why don't you just move along?

Beep Node, the WAFB headline you posted clearly states that C-P officials signed a NDA with the federal government.

The headline says the feds got them to sign the NDA.
In the article it says they CONFIRMED that everyone involved signed NDAs. So what exactly did they confirm?
Confirming isn't just taking somebody's word for it.
