Unless the beam was too small, the repairs are pretty easy. Connections can be shored, and new connections spliced in. I guess I am assuming that they didn't doing anything completely retarded like like frick with the main vertical beams.
I guess I shouldn't assume, you could be right in the that the construction company could have done something stupid, scene it happen many times and this would make it complicated. I was assuming it was simple connection detail that was messed up.

How do you know the repairs will be easy. If only the frame of the building had been constructed, I could see a simple shoring and strengthening repair being used, but in this case, there is significantly more of the building already in place. Shoring the members in question may be a very difficult and expensive operation.

Shoring is not complicated. Being able to get to the beam to shore might be an issue but shoring in and of itself is not.

Because as the SEOR they have ultimate responsibility for the integrity of the structure.
Typically on a project of this size the shop drawing submittal is a long and arduous process. Every connection is detailed and moment calculations are submitted. Also you’re going to have third party inspections on the welds and moment connections for all the steel.(at least in my experience). So if concerns were raised its highly unlikely it’s got anything to do with negligence.
More than likely this won’t be a huge deal if it even requires anything to fix.
