The problem is that IN THEORY they are a great idea. But in execution they have failed miserably. Just proves that you can’t solve every issue by throwing $$$ at it. I wish the government would figure that out.

At some point crap like this needs to stop. All this is doing is continuing a cycle of uneducated fricking retards who make stupid voting decisions. shite like this is why I am glad I left Louisiana. There's a lot I miss but stupid govt. decisions like funding these hell holes aren't one of them.
