From WAFB, it looks like the female deputy who resigned is the one who drew the teardrop on him. But why did she send a picture of that to her superviser?

My guess is that she is retarded.
She drew it, she took the picture, she effectively got him fired (he “resigned” but did so to avoid termination).

She sent it to the supervisor because they have a history of joking around to handle tense situations. It was never meant to cause butthurt, appropriate culture, or whatever the hell it was that got somebody so churned up.

my goodness... dude may have been legit sad and angry about the whole shooting and then being on the desk
then this woman comes up with a great idea to help cheer him up... ends up costing him his job
terrible situation all the way around
but police know what a teardrop tattoo means in gang circles (and if not... all they need to do is watch 1 episode of First 48 or Gangland)
ETA: for all we know... the guy may not have even known it was a teardrop she drew on his face... he might've assumed it was a fleur-de-lis or something like that until he saw the picture
