You never hear about locals dying from eating oysters. Only tourists. Why is that?

Vibrio vulnificus is a gram-negative bacterium that can cause serious wound infections, septicemia, and diarrhea. It is the leading cause of shellfish-associated deaths in the United States. Serious infections due to V. vulnificus are most common in individuals who have chronic, underlying illness; those with liver disease or hemochromatosis are at greatest risk.
?V. vulnificus can be isolated from virtually all oysters harvested in the Chesapeake Bay and the United States Gulf Coast when water temperatures exceed 20ºC. Over 90 percent of patients with "primary" V. vulnificus septicemia (ie, septicemia without an obvious source such as a wound) report having consumed raw oysters prior to the onset of illness.

True but pathogenic strains only make up about 5% of the population.

Damn shame. We shucked and ate a whole sack this weekend, but eating them regularly might help.
The sickest I ever got was from raw oysters we pulled off the bottom of Lake Washington in Plaqumine Parish a couple decades ago. I have not illegally harvested a wild oyster since.
