Then why do we have any punishments? Does putting someone in jail solve the problem of someone being raped or robbed? I don't think it gives the victim their money or dignity back.

He isn't. This is the sentencing phase, and Roof has explicitly that said that there is nothing wrong with himself mentally.

It protects society from a dangerous person. Not all punishment is about revenge, more often than not it's pragmatic not emotional.
