Just to play Saban's advocate, it could be that the testing has two effects: deterring applicants from using drugs and deterring junkies from applying. If that's the case the program is working.
If it turns out that they're spending more on testing than they're saving by cutting off dopeheads, it's a water. But you can't make that conclusion off those numbers without additional context.

What they didn't tell you in the article is that of the 7600 Screened only less than 100 were actually tested. Of those less than 100 tested about 20 came back positive and several others were no shows.
The applicants were visually screened by a social worker to see who she thought should be tested. This article is complete bullshite

Why would anyone be against testing handout applicants for drug use?
I work for a living and I'm drug tested so 20% of my check can go to a lazy POS that works the system.

I'm against it. If we're giving people money, we're giving them money. I don't care what they do with it.
Need to drop welfare and replace with "guaranteed income." Kill all the govt. programs and it's bureaucracy and just send out a check every month. If we're going to have social welfare, it's the best possible method.

Figure out who actually needs help. Determine how much they need. And give it to them.
