Dress code help, what the heck is outdoor cocktail chic?

I kind of understand outdoor cocktail, but not quite sure how the chic fits in, or what that word even means at all.

I don’t even know the difference between outdoor and indoor cocktail?
If this is for a wedding, just wear a decent suit. I stopped caring about wedding attire anymore because there’s always multiple asshats that under dress and there’s always women that dress like it’s a midnight ball.

I though’chic’ meant black material and stylish. I think the only time I’ve ever heard it used was when the whole ‘heroin chic’ look was talked about in mid 90’s.
That said, I’m clueless on fashion so I’m likely completely wrong.
