One thing to consider is you can’t make some people happy no matter how much you try. So while I agree you be civil, I’m not spending a bunch of money on this guy. Always going to want more.

It sucks to have unexpected probldms and expenses....technically its his problem...
But since your neighbors it's kind of your problem also..
...you are the new neighbor and the building of your house has created a problem for him ...you could be a good neighbor and try to figure out a solution.
Get your builder and/or landscaper out there and figured out

Some areas may have ordinances Prohibiting you from draining water into your neighbors ( reason in some areas you essentiallY build a two or three inch concrete curb under your wood fence but nothing requiring you to provide drainage for your neighbor across your property he has to deal with his own water.
Check your local ordinances. Be sure you are not draining into his property and take appropriate measures. From there his water is his problem.

I bought my home over 40 years ago and the property had 4 ditches on my lot where the guy before me tried to drain the water off the lot. There were no homes on the lots behind me and I dug one small ditch and it kept the entire block dry. After Katrina they built several Katrina houses and built up the land behind me and this brought the old problem back. I lost 2 pecan trees, two satsumas, a huge grape fruit tree, a lemon tree and two kumquat trees because of standing water. My neighbors both front and back lost pecan and oak trees because we couldn't drain the water because the way the land was shaped like a bowl and the front ditch was higher than our back yards. Offer the guy an opportunity to bury a drainage pipe on the edge of your property to drain his.

I've been in a few fine homes. I mean, fine places. They were so sparsely furnished that it didn't even look like people lived in them. Of course, they had 100 grand worth of vehicles in the garage, too. That's fine, but sleeping on a mattress and box springs on the floor with hand me down furniture elsewhere kind of sucks.

Download google earth, not the web based. When your mouse is hovering it displays the very accurate elevation. You can see the natural elevation in a given square quarter mile. Also can check the LSU flood maps.

Tell him you will get an easement, and let him drain onto a piece of your land, but it will cost him.
Easements are a pain in the arse, especially when it comes time for either of you to sell.
