What's frustrating is this isn't always the case. The I-10 widening from Highland to Hwy 73 at dutchtown was done VERY fast.
But the project before that, widening I-10 from Siegen to Highland took 3x's as long. Mindboggling.

The split to Highland has 5 overpasses and 4 interchanges. Highland to 73 has none of either. Not close to the same complexity of project.

He embarrassingly horrific widening project wasn’t from the split to highland. It was only from Siegen to Highland.

They ended up having to replace the railroad bridge which added a lot of time.

I do not think it is a good idea, but given the horrible design they have to work with from the 1960’s, and considering that this approach will drastically cut down the construction time, I am not really sure what else would be a better idea.. I am glad something is finally happening.

When they rebuilt the I-45 Pierce Elevated through downtown Houston about 20-25 years ago this is what TXDoT did as part of the contract offered.
From Traylor Brothers Construction website:

Traylor Bros., Inc. completed the reconstruction of the northbound bridge in 88 days and the southbound bridge in 72 days, allowing us to earn the maximum bonus of $1.59 million (the largest-ever early completion bonus offered by TXDOT).
