Does the city of New Orleans even try to clean up its widespread homeless problem?

Finishing up a good visit today, and something that caught my eye was the homeless problem across the city.
I will say that this article seems accurate in that the sheer number of homeless has decreased since the times I’ve visited since Katrina. The article claims that the Unity of Greater New Orleans initiated programs to reduce homelessness by 90% (estimated 11600 to 1160). Now, I don’t know if I believe that there are only 1200 homeless people in New Orleans, but it’s definitely less than it was years ago.
Still though, homeless people are setting up camps and sleeping all over the city. There were homeless people sleeping in Jackson Square. They were set with nice tents and cooking stations under the bridge. Even getting out of downtown, there were homeless people set up on the medians even out by Ochsner Hospital. Mid city? Around City Park? Pretty much you name it around New Orleans, there were homeless.
I understand it’s hard to do something about bums walking the streets, but surely the city could make an effort to prevent people from having little camps with trash and litter strewn about all over the city.

There's only so much a city can do about it. Pretty much every city of any size has some areas where homeless people tend to congregate.

Sure, when a major event is coming to the city. Other than that, just hope they don't smash your window once you don't give them money for unsolicited cleaning of your windshield at the Poydras offramp.

No city does other than the smart ones that pack them up on a bus in the middle of the night, and take them to another major city far far far away.

False premise. There are things that can be done to strongly discourage homeless shanty towns from popping up in obvious places, and ubiquitous homeless on the streets. There are cities that at least try. There are cities that just don’t. New Orleans is one that maybe doesn’t try real hard.

Right, but then the homeless people just go to the next place. They don't disappear nor do they stop gathering together somewhere.

I’m not sure what the answer is. Houston’s is out of control, and Austin’s is getting worse. The more resources the city provides, the worse it gets. It’s like if you feed a stray dog, a pack of dogs show up the next day.
Most just want their free food and shelter and have zero desire to better their situation.
Throwing them all in jail isn’t the answer. I honestly have thought about this many times and have never been able to come up with anything close to a solution outside of quit giving them food or money. All that does is enable them to never change. Some have mental issues and no support structure, yes...but the majority are just lazy assholes, drug addicts, and scam artists that will never change.

Fort Worth seems to just ship theirs to Dallas, maybe Nola should do the same and send them to Baton Rouge.

Sure. Pretty much...except New Orleans isn’t limited to some. It was everywhere. What parts of New Orleans won’t feature a hobo with matted hair, an oversupply of molded blankets, and a trash heap of litter (with a good chance of a shopping cart or buggy)?

Austin looks the same downtown. Homeless man hung himself on my FIL’s downtown condo gate and several cars came and went before anyone noticed. No shite. D

I was literally in a convenience store on W Metairie yesterday afternoon and there was a bum sleeping inside the store off to the side in the corner. I looked at the clerk but she was yapping to someone in Spanish on speaker phone. She didn’t GAF

Many of them are frequently recurring patients at UMC with multiple comorbidities. From what I understand, a large percentage of those patients are also schizophrenic or bipolar.

We can’t even keep our water pressure up you think we have the resources to deal with the homeless?
I think assuming those people are just lazy is wrong. Most have serious mental issues that keep them from functioning in society. Locking them up won’t help and is a huge waste of money.
The only solutions are to try to give them help or bus them to another city. But trying to bus them elsewhere becomes a game of which city has the most busses. New Orleans would probably lose that game.
