No, not in situations that caused the Texas floods.
I remember the May 1995 floods in and around NOLA. At my house in Lakeview at the time I received over 25 inches of rain in less than 24 hours. Tulane received 24 inches. The highest recorded from that event was 36 inches in Lacombe. The rain clouds just kept training and training off the Gulf and dumping on the NOLA area.
No man-made weather modifications were necessary.

"Majore flooding" events are more frequent as a function of population increase and poor planning. The volume of water that nature once retained to prevent downstream flooding is not accounted for in many instances when subdivision or shopping malls are built over virgin land. Need more retention ponds.

Shawn Ryan had a guest on roughly a month ago who owns a company that does exactly this all over the world. Pretty fascinating interview. They have definitely made some pretty big advanced. Are they creating natural disasters? I'd like to think they are not.

I am OT educated and learned here that the big underwater volcano eruption (Tonga) a few years ago added 30% water vapor up into atmosphere. Predicted impacts at the time were temporary spikes in global temps and increased rainfall.

Google record highs in most American cities and you will find most record highs were between 1910 to 1920. Yet if you listen to people on the news, they say it's never been hotter and is due to man made pollution.

Also, maybe we're just more in tune with what is going on nationally than 47 years ago. 47 years ago, you wouldn't have heard about the floods, 10 minutes after it happened on X, like you can today.

ETA: The fact is that the technology is there and more than likely very advanced beyond what we peasants are being told. The question is, do we trust the most powerful people on the planet to responsibly use (or not use) that technology.

Surprisingly accurate forecasts compared to just 20 years ago. Its not perfect but its way better than it was just a short while ago.

No for one cloud seeding has never been used in Florida as there's really no need for it. Cloud seeding mainly helps dry areas and places facing droughts not places that are well known for hurricanes and storms. Secondly this bill does nothing but solve a problem that didn't actually exist in order to pander to the crowd that thinks the government controls hurricanes

They were cloud seating that area until July 2 and stopped because of the moisture level in the air.
I would say that it worked really well except for the disastrous unintended consequences, which is what you usually get when you mess with mother nature.

People rather disagree with 99% of scientists about man man climate change simply because it's too difficult to admit they've been duped by politicians who receive money from oil companies
