Many - but there was no way to avoid that. Let me ask this question, if she had taken the opposite tact and the city was wide open, how much would that have moved the needle in the following areas?
Leisure travel - would probably increase demand 4-6 months earlier. Important but not critical. I would argue that higher end leisure travelers that have been flooding the market for the last 2 months would not have been part of the earlier wave.
High value business and convention travel - would not have made any difference and perhaps will help long term. This area will be very slow to recover and have substantial ongoing impact.
For those that lost jobs, Uncle Sam has propped them up. Employers have also had ample opportunity for aid.

Considering that includes Mardi Gras which is the biggest attraction in a city that is essentially dependent on tourism that’s a huge friggin deal
