Did Groundhog Day mean the same thing over and over before the movie?

Or did the movie change America?

No. Had nothing to do with anything except a groundhog and his shadow.

No. In fact if someone hasn't seen the movie they won't get what you're trying to infer.

That’s what I thought but it sure has taken hold.

It's meaning is definitely because of the movie.
What other context could there be where "Groundhog Day" represents doing something over and over?

Do you know of that phrase being used to indicate a day being experienced over and over again to have been in usage before that ?
No
deja vu comes the closest to feeling like you've been in an experience before
Groundhog day referred then and still does to the actual day Feb2 where they pull Phil out of the hole in this ground determine whether it's going to be a late winter or early sping

To my knowledge….
Not to my knowledge.
Not to my knowledge.

When I was a kid, Groundhog Day was reported to be six more weeks of winter or spring is here on time. Given that spring begins March 20, the difference is only a week, so the difference is negligible and it made it seem like it was made up just to be silly.
The narrative now seems to be early/late rather than 6 weeks/on-time. I never saw the point. Obligatory Get off my lawn.
