The ones in most cities I've been to are hide in the ground during the morning hours so deliveries can be made and rise up after a certain to block vehicles from coming in. New Orleans would put those plastic things everywhere and people would just move them and go on about their day.

It a ridiculous notion. Eliminate vehicular traffic except for hotel parking, EMS/police vehicles, resident traffic, business deliveries, personal deliveries like Amazon/Fed Ex, utility/city services, taxi/Uber, maintenance vehicles, am I forgetting anything?
I guess the people who work in the quarter are fricked. Along with the few people who randomly drive through to sight see.

People have to cross streets still. Tough concept for most, but drivers are supposed to stop at pedestrian crosswalks (even if there isn't a stop sign) when there are pedestrians crossing.
Also it is usually exiting the FQ that causes the backups. Besides Decatur, that is stopping for pedestrian crossings and the redlights around Jackson Sq.

Exactly what I’ve been saying the entire thread but apparently since Florence Italy can do it there are a few posters here think NOLA can pull this ridiculous idea off.

I lived in Cagliari, Italy and had a retail shop as well that were both in a vehicle limited area.
The vehicle limits on most streets were from around 10am until 10pm . . .
There were some streets that ran shuttles.
Deliveries were either between 10pm-10am or in mini-trucks or by motorized/hand carts. Actually worked pretty smoothly.
Downside was that rent increased since it become a lot more crowded with tourists and that saw some smaller unique businesses replaced by large chains (like Times Square in NYC).

I did.
Anyway Nola cant clean up the trash or the homeless. The state govt is rife with inefficiency and stupidity and this city is no exception.

Let’s just say it would reduce a ton of traffic that would make this a good idea. How would you implement it? Every street leading into the quarter would have a guard shack with someone monitoring it for this exception pass? Or install some barricade on all but a few entry points? Or an automated gate that opens for certain people?
Do you know the expense it would take to implement this any of this? For no reason at all? No one is asking for this and NOLA always seems to be broke.
