I really don't have a problem with making a part of town like that car-free. I wish they'd do it for a couple of blocks downtown in Boise.
But parking is an issue. To effectively enforce that rule, you'd need an entire easily identifiable fleet of cars whose primary purpose was to drop people off. As well as a lot big enough for every single person living in the French Quarter to park for free. Or you could provide bus passes to everyone, but I know I'm not riding the bus in New Orleans.

If New Orleans had decent public transportation, trains, shuttles or subways I could see this easier to implement.

Probably how it would be done. The larger garages on the skirts could probably negotiate to have access alleys open or something.

I think it's a good idea. You ever try to drive around the quarter? narrow streets, parked cars, one way streets, pedestrians, it sucks. God forbid you have to cross Bourbon, people beating on your car while you spend your 10 minutes inching across the street.
It would go a long way to beautify the FQ, encourage walking, biking and pedicabs and would likely decrease crime. I'm for it. Wouldn't want to necessarily live there but it would be a major upgrade to the FQ and definitely raise property values.
