That’s 95kts. They typically shave 10-15% off of flight level winds to get winds speeds. As we discussed yesterday, they are issuing guidance based on the maximum sustained winds they believe exists, but they’re only sampling a minuscule amount of the storm, so they’ll often err on the side of caution.
They measured 106kt winds about 1000 or so feet above the surface and 104kt flight level winds, so there is justification to post 95kts for the sustained max winds.

In laws with the assist this morning. Let me sleep to this ridiculous hour. 
110 is a stretch probably but there is justification with the FL and drops and the NHC likes to slowly drop the wind speed. 4 pm will get it down to like 100, seeing how it's degrading on satellite.

46 ft on the Amite at Denham Springs takes almost 3x more water flow than 31 ft.
