Correct me if I’m wrong. But aren’t homeowners responsible for keeping their trees from encroaching the street? If the truck “took out a couple branches”....how is that the drivers fault?

I'd say you're correct.
I'd also say that the truck driver seemed like an honest, hard-working guy so I'd bet that HE is more likely to be pro-Trump than the Karen-Gestapo....

I really don't see the need to detain the guy. A photo of his license plate, photo of the damage to the tree and a call to his company should suffice.

Not necessarily true. I had a UPS driver drag down a phone line and break it on my property (before AT&T finally got around to burying it), and he didn't wait around for the police or a report. He did knock on the door, explain what he did, tell us how it would be handled, and then left. We got a call from UPS the next day asking questions.
A week later, AT&T came out to fix and, finally after at least 3 years, bury it. No tv or internet for a week. Yeah, I have plenty of reasons to hate AT&T.
