You didn't read the statute by admitting there was any injury involved you trigger the statute.

It would be up to the state to prove you knew or should have known the damage exceeded $500. In today's world, a scratch that requires paint (won't buff out) will run over $500 for a proper repair. Keep in mind the mixing of paint and cleaning the guns after spraying and blending color and spraying clear coat is not much different from doing those for a full panel respray at least if done professionally.
Oddly enough, any discussion of not calling the police between the two parties would likely meet the definition of conspiracy. This is very unlikely to be charged and the failure to report is a very minor crime but there are a lot of potential unintended consequences for not handling this as the law requires. You also potentially are in breach of you car insurance policy for not getting a police report, but certainly are if you do not report it to them, as reporting to your insurer is almost always required.

It sounds like your daughter did some pretty significant damage to this car. Unfortunately, I would bite the bullet and go through your insurance since your agent was already there. Your daughter needs to be more careful and I hope this is a learning experience for her. shite happens.

Speaking from experience just having them sign something doesn’t prevent them from still suing you later down the line.

Most likely had he been black he'd have wanted to avoid the police cause eerybody knows eery black man in America is a criminal so you could have really low balled him had he been black....offer him $5 or something and he'd have been good to go....

Tell them you need a copy of their insurance, if they can't provide it tell them f off.
If they are diving a piece of crap good chance it's not legal, which means they don't want no smoke from the police.
