Neither are they. Cops today aren't trained on how to adequately handle mentally ill people. But they're expected to because mental health care in this country is pretty abysmal. So you end up with situations like this one. The joking and laughing comes across pretty callous and is very disturbing to listen to.

I'm sure you know more than the ME though.
And do note, homicide only means it was caused by another human. It says nothing about guilt or intent. So the cops certainly were partly responsible for his death; however, they were not found criminally liable.

My thought is why didn't they put him in the back of a cop car until the ambulance gets there?

I guess I'm just trying to say context is important. But, then again, no one want's to hear about context these days.
I also think it's disingenuous to release an edited version of the video with commentary. Release the raw footage and don't edit to give the audience what you think they should see.
It also seems as though there may have been some underlying medical conditions that contributed to this guy's death.

How would you propose to handle someone who needs meds but occasionally doesn't take them?

Here's a tip for Tommy Timpa and any others, when the cops give you an order follow it.
If not you may end up dead.

The sad part in all of this is that the guy who died is the one that called 911 in the first place, saying he needed help.
The cops are pretty callous about the whole thing but I don’t think anyone intended to hurt the guy. As others have stated, it seems like this is more a lack of training and (big picture) poor handling of mental health in general. At the same time, I can completely understand the family’s anger.

I worked in Hollywood (ca) for over 5 years and the area was filled with crazy people. They burden and harass regular citizens. I just don’t find this tragic.

Yeah, I agree. There's no valid reason at this point to not post the whole video.

Part of me agrees but you also have to consider having to physically restrain someone is routine for these cops so it's just another day for them. Joking about it is a coping mechanism that all of us would use in the same situation.
