Imagine being so upset at the sight of a flag that you take time out of your walk with your family to steal the flag in front of your children while the toddler tells you not to do it.

I'm not sure if you noticed, but they were right next to water. Either of those kids, but especially the littler one, could have wandered off the dock while the adults were fretting about a ladder and a flag.
