The proposal is not to monitor individual transactions but just the yearly gross inflow and outflow.

well, a lot of time yes, but sometimes no.
If you have a wallet address that has crypto on it that never touched a KYC exchange, they have no way to tie it to an individual.
If you are using a privacy coin like Monero, it is designed to not be able to track how Monero flows from wallet to wallet.
