Reddit comments are good. Someone sent it to r/OSHA where they explained that since they had a lance closure signs should have been posted 500 feet on both sides of the road work. 100% comcast's fault.

Everyone that went into the ditch was driving way too fast given the conditions. Those numb nuts had 3-4x the distance it would normally take to come to a stop and they couldn't. That tells me that they should have been driving at a speed where it's possible to stop in 150-200ft.

I was always told that we southerners were complete morons when it snowed and that northerners could handle snow because they had the equipment to do so.
I think I'll pull out this video the next time someone makes fun of us for buying up the milk and bread and shutting ourselves in when it snows on the roads.

You don't need to be breaking the speed limit to spin out on the ice. You can very easily be moving at a reasonable rate of speed for one section of road, then encounter solid ice just a few yards away if you choose the wrong tread line to follow.
Under conditions like that before the snow plows have showed up, everyone needs to use their heads. The Comcast guys were clearly not. It's dangerous for them to be working along the side of the road before the plows have passed, and even more dangerous for them to be parked where they are.
That was an incredibly stupid place to park a truck, and the vehicle stuck in the ditch right next to it should have been evidence of that.

this is pretty simple
after the first accident, the Comcast employees should have stopped all work, reassessed the situation, and called for a flag man to stand at the top of the hill
to sit there and not stop work or extend the safety zone after multiple accidents is pure negligence

I have no doubt legally Comcast is to blame and will pay for all damages caused. However, the drivers are still to blame. If this were a bus picking/dropping off kids, car turning, cop/paramedic attending a wreck, these wrecks still occur. The legal blame and consequence falls on Comcast, but the stupid frickers driving could have very well prevented this by simply adjusting their driving to the road conditions. Had one of those cars struck a child or two crossing that road would people still be arguing that, "well that bus should have had a sign on top of the hill or a trailing car"?
