Comcast in the wrong.
Since they were closing one lane on a two-way road, there should have been flagmen on approaches from both directions since they were funneling vehicles into oncoming traffic. Would have been so easy to call LEO to position a car at each end, given the circumstances, and haul arse to fix the utility as quick as possible.
This isn't rocket science.

When I watched this video I was very concerned by what I saw. Our employees should always protect people and treat them with respect no matter what the situation. Safety matters most – especially in dangerous weather conditions like this
