Looks like a whole bunch of failure to maintain with a little bit of IDGF/ negligence.

Comcast in the wrong.

Since they were closing one lane on a two-way road, there should have been flagmen on approaches from both directions since they were funneling vehicles into oncoming traffic. Would have been so easy to call LEO to position a car at each end, given the circumstances, and haul arse to fix the utility as quick as possible.

This isn't rocket science.

And the drivers are bitching at the Comcast guys and I guarantee the homeowners are looking out their windows cussing them out because their fricking cable is out. Those dudes need a drink.

"Watch out Louella!" I keep rewinding and watching over and over. That piece of shite bouncing off the tree is hilarious.

Considering it's a city bus rearended by another city bus rearended by a city cop rearended by a city snowplow, I'm going with "the county". That's my final answer.

When I watched this video I was very concerned by what I saw. Our employees should always protect people and treat them with respect no matter what the situation. Safety matters most – especially in dangerous weather conditions like this
