When I was a kid my dad made pretty good money, but at 9 my mom and dad divorced and my mom worked at Wal-Mart. My mom was broke, so she applied for benefits. For about a year we received food stamps and gubment cheese, that was some good cheese (seriously).
My mom ended up getting a much higher paying job so no more food stamps and gubment cheese, but I still remember making gubment cheese sandwiches...tasty.

Back when the cheese program was going on a local guy reopened an old cold storage warehouse to age the cheese. Railcars in and railcars out.
He ended up in prison for defrauding the government as his aging consisted of taking it out of one railcar and shipping it back out in another a week later.

SNAP should only cover whole grain breads, cases of water, 1% or 2% milk, eggs, butter, rice, canned and fresh vegetables, fresh fruit, chicken thighs, and ground beef. Everything else should be out of pocket.

Then you get a brita pitcher.
Any sort of bottled water is incredibly more expensive than filtering water from the tap for yourself.
So no, SNAP should not cover bottled water IMO.

Some places, especially poorer communities (trailer parks), have some god awful water. While it’s technically “safe” to drink, it’s not the fault of the resident that the water is practically unpalatable. Plus, these places often have a fair amount of water main breaks, where being able to buy bottled water for a few days may be a necessity.
