Plus that is insanely slippery. Who defines the pandemic? You wanna give WHO influence over our amendments? What is public safety? If you argue that coronavirus threatens public safety because it is X contagious, it's easy to argue the same for flu which isn't much less than X. So now peaceful assembly is off limits during flu season?

Is there anything that says "No one should substitute going to church with streaming their services so they can stay at their house to practice their religion".
