CATS supervisor fails drug test, hired anyway

Chief Investigator Chris Nakamoto caught up with CATS officials, including Garrick Rose and the leader of the bus system Bill Deville, at their public board meeting in May.

When asked about the failed drug test, Rose refused to answer any questions, saying only, "Leave me alone." 

Then, during a break in the meeting, Rose approached Nakamoto and said, "Possession of stolen medical records is a violation of HIPAA. You've committed a felony."

The WBRZ Investigative Unit checked with our legal team. They said HIPAA, a law that protects patients' privacy, applies to doctors' offices and those responsible for medical records, not the media. Since any personal identifying information for Rose has been redacted, our attorneys said there's no problem showing the public what CATS didn't want them to see.

When Rose refused to answer questions about his failed test, we went to CATS CEO Bill Deville, who was caught by surprise. 

NAKAMOTO: Hey Bill. You got a second to talk to us? We're doing a story on Garrick. He apparently failed a pre-employment drug screen and got hired anyway.
DEVILLE: Are you serious?
NAKAMOTO: You didn't know about that?
DEVILLE: You're talking personnel. I cannot talk personnel.

Nakamoto then asked about the other failed drug tests that resulted in ten people either being fired or not hired but did not get a second chance like Garrick Rose. 

"You're wrong," Deville replied. 



The Nak is singlehandedly taking down CATS and it couldn't be more fun to watch...

Anyone with any common fricking sense. Why have the drug-testing at all if it's just going to be selectively ignored?

Why not just let the drivers smoke up as well, what's the worst that could happen?

I have absolutely no problem with that and in fact, I think it's stupid weed is still illegal in the 21st century. That's dumb as shite.

However, I do have a problem with them being so selective when 10 people already lost their job or a chance at their job, yet this guy got to be hired on.

And, as a former opiate addict, I'll say even more of a problem for me is how this guy could not get clean knowing he was going to be tested. I think that lends itself to bigger problems. Even as an opiate addict back in the day, I would have gotten clean or found a way to pass a drug test.

Look....organizations like CATS or Council on Aging are not here to serve the community. They are here to hire people that are owed favors.

Does CATS use DISA? I wouldn't expect a manager to be enrolled, but maybe he was

They passed a big tax several years back, practically doubled the CATS budget and since the election ridership is flat.

The paint the bus windows with ads so you can’t see the bus is empty or has only one or two riders.

The people who did that were fired or not hired.

Most testing is bs but showing preferential treatment over a failed drug test is literally bullshite.

It's hard to get people in southern cities to use public transit that doesn't move along on tracks. They opted out of the LSU-downtown tram to spend $50 million on a fricking bus route to north Baton Rouge.

IMO they should have built the LSU-downtown train route, then eventually expand the route up North Blvd and possibly down Park/Dalrymple. Then up Plank if that area gets better.

Forget about it, they aren’t going to build a train route through the garden district.

And if they ever build a commuter train in BR Metro, it needs to originate where workers live and run to where they work and back.

A train from LSU to Downtown doesn’t fit the bill.
