“Cards only” and charging a fee

Places that do not accept cash, only accept cards… and then charge a 4% fee for cards.
How is this legal?

You want taxes to pay the fee? I'm confused here. Who's gonna pay it if not you? If a government entity pays it then where would it come from? Or do you think the huge infrastructure and people that do card processing is somehow free?

Thank Dodd Frank, it "helped" consumers, right? Limit transaction fees, set other limits, and you start seeing signs on minimum transaction limits, etc.

In my world many businesses charge a fee for credit card payments but I can't recall any business that requires payment only by credit card.

The easiest one I can remember that I walked by multiple times a day was an ice cream/gelato place in La Centerra. it closed down two years ago, but it never accepted cash.
They do it as a way to prevent theft, but it's really just saving time on someone that has to reconcile the register vs. to books.
