my quick guess was e. all overall are octagonal on the outside

Inside shape of LLQ has four corners (diamond), so you only need 4 circle patterns on the outside in the solution. Just match color scheme.
The LRQ has 6 outside shapes to mimic the hexagon shape of the LUQ.

I think the correct answer is D, which I think another poster explained, but I could explain as well.
Since this is a pre-test for 11-12+ I think it's more of a why did you come to this conclusion, getting them to think - can you justify your conclusion?
