This will not answer your question, but when I worked in the building permit and inspection department for iberville parish (back in college), the building inspector wouldn't require people to get permits if they were adding on or building something on their property.
But in the city limits, the cities/towns had different restrictions.. Because it was a revenue stream for them. They required people to have a permit for doing any type of work and the inspector would ride around and look for people doing work to make sure they go buy permits..
Anyway, I would be surprised if they require you to get a permit. Just build it and the worst that can happen is an inspector comes by and tells you, you need a permit.

If you're gonna do it like that, use polymeric sand between the tiles. I'd suggest a slab. It'll be much less likely to sink or raise with the water table

The wood is going to expand and contract a lot due to moisture. A slab would be much cheaper than tile and decking but if you want a nice deck why not install a premium wood like Ipe?
