I would not do tile on a wood deck exposed to the elements, plywood, special underlayment or not. The wood will rot and the tiles will eventually start popping up. Also, tile weighs a lot, you will have to spend a lot more on the deck to support the weight and be stable enough to try to prevent cracking / popping of the tiles from the underlayment, try is the key word.

The only way I would do it is with a reinforced slab.

Does it have to be a deck? Brick pavers with a well compacted stone base would outlast the deck.



Sec. 6-22. - Building permit—Required.

(a)

No wall, structure, building or part thereof shall hereafter be built, enlarged or altered (unless such building or structure is specifically exempt by this chapter) until a plan of the proposed work, together with a statement of the materials to be used shall have been submitted to the building official who shall, if in accordance with the provisions herein contained, issue a permit for the proposed construction.

(b)

Structures hereafter erected without permit or not in conformity with this article shall be removed.

(c)

No chimney, flue, furnace, boiler or other heating apparatus shall be installed, repaired or altered without first obtaining a permit from such official, who shall issue the permit only when the proposed change or installation is in accordance with the provisions, of this article.
