A one year lump sum payment of 77 billion is worth it assuming the rail wouldn’t have high annual maintenance costs.

What would possibly make you think annual maintenance costs on 400 to 450 miles of high speed railbed, locomotives and carriages would be inexpensive? It won't be $77B, but it's going to be a substantial expenditure.
They started in the middle of the route because the terrain was flatter and acquiring right of ways was cheaper, which kind of makes sense. At least until you calculate the demand for high speed rail between Bakersfield and Fresno.

High speed rail would work between LA and SF. The demand is there with stops between. The thing is that they don't need to necessary build a high speed rail line. They can instead upgrade current track to reach speeds of 110 mph.
