This seems illegal to me on its face. It would be no different from only allowing officers in the city to be on the health insurance plan, give them extra vacation days, or any other payroll benefit. Maybe I'm wrong though

Boy the morale at BRPD must be pretty low. At this rate we might not have a viable police force by the end of 2022.

From what I have been told, it's worded as an "incentive" not a pay raise.
