The East Baton Rouge Metro Council agreed Wednesday to fund a $300,000 disparity study of City Hall's purchases, contracts and bids with small and disadvantaged businesses, a move Mayor-President Sharon Weston Broome's administration said could lead to more local companies doing government business.
Slightly more than 9 percent of City Hall's 1,115 purchase orders in 2016 went to small and minority-owned businesses, said Chief Administrative Officer Darryl Gissel. Nearly half of the East Baton Rouge Parish population is black, according to the U.S. Census Bureau's 2016 figures.

I could not give much of a frick about half the population being black. I would be somewhat interested to know what percentage of business owners are black. And I would be totally interested in not wasting my tax dollars on this dumbass study.

If anyone wants to bid on a city contract you can just register and you will be informed via email whenever any rfp comes out. Black white or blue you can bid as long as you qualify.
This is a water of money. Spend 20k on advertising to let people know. It’s not that big of a deal.

So expect them to pay these small businesses a decent amount of money only for those businesses to be in over their heads and not to complete

And I'm not knocking the people who are trying to better themselves. But I am knocking an incompetent, racist mayor who's only out to serve "half the population" of EBR by paying for things by taxing the other half of the population.

This is BR moving towards a Fair Share program. Many southern cities have pretty stout DBE/HUB participation requirements including Houston at 23.7% goal which is always surpassed.
My biggest issue is the cities that have the programs and don’t enforce the actual participation of the small businesses. In these cities the politically connected minorities simply collect a paycheck a say “deal with it” to the prime contractor. At least in Houston the participation from them is on the mark as most small businesses here do great work.
We just participated in a bi-annual disparity study for Houston.
My biggest issue is the cities that have the programs and don’t enforce the actual participation of the small businesses.
