Well not to mention that the courts have stated you can’t show bias to a particular race of peoples.

The safe ground as I have advised my clients is to focus on building a robust outreach and education program. Creating goals with random feel good numbers attached creates downward pressure to comply and does nothing but compromise the integrity of the public procurement process.

90% of the crap that comes out of these studies could and should be challenged in court.

I recently had to explain how “discounting lowest bid” compromised the point of lowest bid and how they would be facing a law suit before Spring if that’s the route they chose to go legislatively.

But you’re right. People that write the rules have no clue or perspective

So would the city contract local EBR parish registered small businesses et al over bringing in large contractors they've been doing business with for decades?

It sounds good. What shortcomings do you, the OT, see happening that differ from the large businesses?

You know I support businesses everyday without knowing or caring what race the business owner is. Sad that our government can’t just choose the best bid without seeing past skin color.
