She is truly the master of political posturing. I have to give her that.
ALL of the items listed are already things required by LAW. A higher authority than department policy. This is like making a policy that says "no manufacturing meth while on duty."
Verbal warnings - TN v Garner
No shooting at vehicle unless deadly threat - standard legal use of force laws. You can't ever shoot unless there is a threat to life. Does she think they are just rolling down the street strafing parked cars?
Partners required to report use of force - This is obviously referring to an illegal use of force. Well, there is a thing called Misprison of a Felony which makes it illegal to not report a felony. So this is also already covered under existing law.
Classic politician trying to make it look like they are doing something.

Yep...at best it is dumb at worst it is dangerous and reckless to use this tactic.

if these policies were in place months ago, alton would be still be alive dealing drugs and selling CDs, a simple verbal warning would have ended it.

He needs to stay on until after the Alton Sterling report comes out. Him, Gautreaux, and Edmonson were all on the same page during the last protest. They're gonna need that continuity again more than ever.
