They are rules already in place. She's not changing anything. No new policy here. And it doesn't give the BRPD more power to discipline. It's the same. All this does is give the impression to NBR that she's doing something while also giving them the impresssion that these policies weren't in place before.

1) The problem is it sends the wrong message to people that police must give a verbal warning before using deadly force.
Going forward if lethal force is used and a verbal warning wasn't given....you could create a witch hunt over a standard that doesn't exist.
2) Sends a bad message to LEO that not only are you gunning for them but you are imposing a standard that goes against a SCOTUS Ruling to do so.
