Yea he has some pretty serious mental deficiencies. He's probably around 10 year old mentally and that's being generous.

It's unfortunate the news didn't go into the fact further that he is mentally disabled and has the mental capacity of a 12 year old.
I'm not justifying his actions, but it is likely he didn't know what he was doing was wrong...

I don't understand how 6 agencies have to be used to find this. If you know Josh you know he prob had no idea what he was doing was wrong. The news should clarify that some. While its disturbing the girl is that young this is different than a normal predator situation.

Article mentions Austin pd. Is there an Austin Louisiana or do they mean tx?

I personally know Josh, he was a neighbor for years and still see him regularly. He is probably somewhere around a 9 year old in terms of mental capacity. He definitely should not be tried for any crimes.
