Not a civil engineer but just looking at Hwy 77 it's easy to tell it doesn't meet the standards for Interstate highways. Too many curves. And 77 was never meant to handle that much volume either.

Excellent work.
I think the best crossing is at Plaquemine Point just south of Dow though. I think that would draw more traffic from the I-10 bridge and more toll revenue.

Northern portion would require freeways to feed more traffic to the US190 bridge. They'd have to get Airline moving again.

Wet to south could be problem with mitigation & permitting. Also, a bridge in the middle of a meander bend can be a nav issue.

It could easily be done, just look how simple the original plan was? He could do a green line and draw a northerly by pass if he wanted.
Seriously you don't need a loop per se, several bypasses would work. The one drawn is an example.
