If he used company funds, he may have had to take out the taxes. That’s just about what the difference would be minus the taxes.

OP said he looked online and saw where the difference was spent at work the prior day.
It's interesting how messy gift cards from work can be. My wife and I tried using one last week, and the pin code came off with the scratch-off label. The only recourse would be to get a receipt/proof of purchase from the giver, which we're not about to do.
I've also received gift cards for local merchants whom I knew to be struggling. I wasn't about to redeem those.

My co-workers and I donate to a particular family each Christmas. This year we were contacted by the family that some of the gift cards we gave them were partially used.
I assume scammers have figured out ways to get past the security features of some gift cards before they ever leave the store.

When I was in High School, our family got about 10 graduation notices for other kids my age.
My dad got ten of the money envelopes to send each of them a $20 bill in it. (See below)
He got distracted and put all 10 ea. $20 bills in one envelope and the other nine had nothing in them.
He mailed them like that.
A couple of my friends got empty envelopes and asked me about it.
I told my old man and he gave everyone who complained a $20.
The old man thought someone at the Post Office had got the cash until one girl who lived in SoCal called us and told us that she’d gotten $200 cash from us.
Mystery solved, she send back a Money Order for $160 (the old man gave her an reward) and he got square with the 9 folks who got an empty envelope.

That's actually pretty funny. I wouldn't say anything about it. It's $25. It's not like he shorted your pay or anything. Probably forgot he used it

Never assume malevolence when incompetence will explain it.

I gave AMEX gift cards to family this year and a few were missing money. AMEX must have had some kind of problems with their cards this year bc they sent replacements and said to cut up the ones missing money.

The o my thing with the one with the pin code issue is that the giver would likely want to know — they paid for a gift and it’s like that gift being stolen from you by someone else.
If I gave a gift card and it didn’t work, I’d want to know. Id do what k could to make it right with the card company.
