You’re moving the goalposts again.

And if all you’re doing is deporting from a few states, they can simply go where they’re protected by the state governments

Trump and Walz both seem to be taking the off-ramp, at least for now:

They can do this today and the states with cooperation are lapping areas like MN, still.

If the rates drop, you can re-evaluate. I imagine there will be enough who don't move to keep DHS at max capacity in cooperative areas and you don't waste resources.

Only if certain hotbeds of illegal immigration are being ignored and resources are over-allocated to Minneapolis.

You have to explain how using resources to deport more illegals is kicking the can down the road, but using the same amount of resources over the same amount of time to deport fewer illegals isn't. You end up in the same spot other than a drastic difference in deported illegals.
