Did you miss the part where he had a gun holstered to his back a few seconds prior? That combined with someone yelling "gun" is what I believe illicited the reaction.
Is that me saying it was correct? No.
But again, acting like someone yelled "gun" and then LEO shooting this dude in pure isolation is what happened is not accurate.

they do play a part in it, but it also has no bearing on THIS case, b/c this guy wasn't doing what you are condemning them for... other cases, sure, it may applicable, but this one, not so much, so the "they do it too" doesn't really factor in, on THIS case

We are talking about him in the street. The moment he starts obstructing, he becomes noticed by ICE and they have to determine what to do. Is he a threat? That question begins there. So his actions from that point are relevant. We are only talking relevance.
Also, he was attempting to stop ICE from detaining someone. If you want to start after the initial contact.
