I've witnessed this every year since it's start. It's pretty much 50% college guys and gals on their spring break and the other 50% is 35-45 year old male creepers hoping to see some titties and twerkin'.

Lived on Biloxi beach growing up. Found a condom behind our garage after a nice young couple walked out from behind it. Also caught a guy pissing on our back door.
All that aside, it was hilarious to sit out front and watch the mayhem going on in the grid locked traffic. Lots of young ladies dancing on the top of cars.
