Yes, they are building the new taller bridge to allow for the new VLCC ships to enter the inner harbor to be loaded, the large pipelines coming in from the Permian Basin all dead end down there. Here's a drawing of the new one against the current one.

Well in the defense of TXDot this project started more than two years before the collapse happened in Florida.

My understanding of it was that the cable was over tightened in the field prior to install, when they went to loosen the cable in the field it was loosened too fast which caused the collapse.

eta: The design was good, the application was bad.

Contributing to the collapse was Louis Berger’s inadequate peer review, which failed to detect FIGG’s calculation errors in its design of the main span truss member 11/12 nodal region and connection to the bridge deck. The FIGG engineer of record’s failure to identify the significance of structural cracking observed in this node before the collapse, and failure to obtain an independent peer review of the remedial plan to address the cracking, further contributed to the collapse.

Ah ok, now I remember getting my information from an Engineer explaining to me what might have happened. The investigation was on going during that time.

along with larger ship clearance purpose, the new bridge was required to replace the end of life evaluations for the old bridge. the salt air required year around painting which has been discontinued for the last 2 years
