In my career have done projects with phd physical oceanographers from Woods Hole (mostly), Scripps, Naval Research Lab and NOAA among others. Am always curious how they answer this question: What is more difficult predictively, physical oceanography or atmospheric physics? To a man they say atmospheric physics i.e. meteorologists.
Get a phd in that discipline and get back to us with your thoughts. Or, just buy a Farmer's Almanac.

If there is a debris signature on radar, then a tornado is occurring. Why wouldn’t the National Weather Service issue a tornado warning if they have proof that a tornado is occurring?

I'm old enough to recall the NBC News economic reports by Irving R. Levine. Every report from Levine was negative because he would only focus on the negative side of every transaction. It was all about what was given up while ignoring what was gained. Irving was TV's biggest bitch.

meteorology has come a long way in the last 30-40 years. I think the 4 day forecast is now as accurate as the 1 day forecast 40 years ago. We are actually just technology limited for weather forecasting because of the compute power that is needed.

Meteorologists don't pretend to be authorities. They know their work is largely educated guessing.
