Some history of incorporation in EBR.
It started in Scotlandville
Very interesting how Acie Belton was instrumental in placing in our constitution the right for Central and SG to incorporate.
Ironically the mayor then, Woody Dumas, fought like heck to stop Acie.
It started in Scotlandville
quote:
He said, “The Plan of Government for East Baton Rouge Parish provides that there shall only be three municipalities in the parish. It forbids any others. Some years ago, Mayor Woody Dumas had a provision placed in the Constitution of 1921 that ratifies that part of the Plan of Government and elevates it to the constitutional level
quote:
When the proposal came to the floor, I offered the amendment and spoke in favor of it. The transcript of that debate is online in the archives of the Louisiana Constitutional Convention of 1973 or CC/73. Our coalition of delegates worked hard and prevailed. The convention voted for the amendment, meaning that municipalities could be incorporated anywhere in the state.
quote:
ion. He said, “One of our biggest victories of the Constitutional Convention for African American delegates was protecting the right of local governments to incorporate. It was the biggest fight I personally had, and we were able to expand the right of certain areas such as Scotlandville to incorporate!” The reason it was such an important issue across the state was that there had been efforts to stop the incorporation of some majority black cities in such diverse areas as Plaquemines and Caddo parishes. Ironically, despite the passage of the new constitution, the Plan of Government of East Baton Rouge Parish remained unchanged, still saying that there will only be three municipalities in the parish.

This precedent more than Central's incorporation lawsuit is why St. George will win in court.

They lost by over 3K with many voters not chiming in. I say let them go and enjoy paying for CATS and other SWB pet projects aka shuttling money to her cronies.

That article really brought home exactly how the parish “works”.

The thing I’m pissed about is the Catholic Church’s involvement in Together Baton Rouge.
TBR is losing ground, St. George Catholic Church no longer lists them as a Social Responsibility Ministry on their page. They also lost another huge member earlier in the ITEP battle - First UMC of BR.

Then why didn't they vote against the STG in the ballot box?

Someone I know in Palm Hills Neighborhood said they had 55% of their residents signed on to annex out of Baton Rouge in preparation to move to Annex into StG. Also the area between I-12/Bluebonnet and Jefferson Highway had the 51% they needed to annex into St.G. Apparently they were working on it before M.E> was working on it.

I live outside the city limits and am not in the St George area so I have no dog in this hunt either way.
With that said, the sour grapes from these losers has reached an astounding stage. If nothing else it truly shows how much parish money was being spent on the city and how scared shitless those in the know about it are of that money going to where it should have been all along.

And they probably could have kept it if they hadn’t gotten greedy and told the ISD organizers to make a city first.
They thought it was an impossible task. Not so much.

Gravy needs to hit a couple of buffets and take a nap or two.

It will be interesting if they quickly annex those areas that were left out of the St. George boundary....

That might be the only hope in that Central and St. George combine in someway for local political reasons.
All they have to do is touch.....
